The Netherlands, the KSA and offshore crypto betting

The Netherlands operates a licensing system for online gambling, administered by the Kansspelautoriteit, or KSA. Operators serving Dutch players are generally expected to hold a licence, and the regulator has been active in enforcement against unlicensed offerings, including through payment and advertising restrictions.

Offshore crypto operators occupy an uncomfortable position within this framework. A venue that accepts no fiat, requires no identity documents and holds no Dutch licence may still be accessible to players in the country, but accessibility is not the same as legality. The KSA's position has been that unlicensed operators targeting Dutch consumers are acting unlawfully.
